In the City of Tanseou, Capital of The Great Empire of Hykko sat a large Government Building. The Great Minister of the Nation, Tae-Hanju currently resided there. Sitting in his large office, with a ray of sunlight shining through the large window showing the dust floating in the air and reports lay across his desk haphazardly, Tae-Hanju faced a map of the world, pondering his next move.
"Well we just opened up.... and would you look at that, we really are behind."
The Great Empire of Hykko had just open up after a substantial period of isolationism supported by the numerous ministers before Tae-Hanju. As expected, during that period of isolation, the world had surpassed his nation in terms of technology. Their manufacturing and military was dangerously outdated. He had to get the nation to embrace the new technology if they wanted to survive. To be honest, he was afraid that they would fail to modernize and at best, become a puppet and at worst, be straight up annexed. If they wanted to modernize, they would need to train one of their own in the new technology to bring it home. That's when Tae-Hanju walked to his desk, and wrote a letter. Multiple letters in fact to the numerous colleges and universities in the nation. He wanted students, bright and curious students and send them to numerous schools around the world to learn and bring back information and advancements to aid in the modernization of his beloved nation. He had a list of schools including University of Port Newcastle, Kanadiaans University of New Konigstadt, and Royal College of the Arts in Candanadium, Lao Shaodu in Akarea, and The University of Scarloa and Tara Technical College in Edofasia. He would notify the government and the schools about the admission of Hykkogyo Students.
He carefully folded the letters and put each one in the piles of white envelopes. He would sent the letters later in the day.
